As with other facets of
marine engineering it is not feasible or perhaps even possible to design
for the "ultimate wave" or the worst conceivable storm condition. It is
necessary to use judgment based on experience such as the 1979 Fastnet
storm, and to choose a set of design requirements which will adequately
cover all but a few statistically improbable conditions.
The reasoning which led to the recommendations in this report is
discussed below.
